Well, avoiding the whole chicken-egg problem, if we assume that the detailed engineering drawings for a Habitat are in the bag, it probably wouldn't take too much more work to use them as a foundation for an on-line world. While we might only allow 100 - 1,000,000 people
to immigrate (nice range huh?) we could have all of the people who were interested but didn't qualify live out virtual lives in the simulation.

If they're hot on the idea of space colonization, their characters can experience all the facets. They could launch into orbit, transition at LEO station to a passenger vessel to the Habitat orbit, be greeted at the Hab air lock, ride the transportation to the city, find their apartment, report to their job, earn scenario money, buy grocieries,
go swimming, meet a mate, quit their job and start a business, go to the farming modules to see their new farm, or to the exterior manufacturing modules to see where their new business will be. They could go to college and learn a new trade and take a new job in some part of the Habitat.

All of these things involve an cyber economy and the more players involved, the more profits for the real-world Habitat operators so they can finance the real-world construction.

Plus you would get an excellent look at the real dynamics of space colonies. I've noticeda growing sophistication of the strategies used on game sites. The more real it is the more popular it would be including the cost of development.
