Wonderful systems and equipment --safe, reliable, affordable -- all conceived and built within a balanced give and takeregulation structure that evolved -- not perfect, but functional. Obviously specifications properly developed (usually by trial and error -- at least fine tuned) and a structure of enforcement are necessary forbuildings, aircraft, autos, rockets etc. But, Overregulation squelches innovation -- no room for it. Where is the balance -- obviously not in Mexico or at the other extreme,NASA Let's find it so we can move ahead! Gary
