ISS is not only a budget problem
i believe is mostly a poor strategical decision
because it is built with no precise goal
the reasonable purpose could have been to build it s a
way station from Erath to outer space as part of a
future long range space infrastructural system.
It is not for orbital reasons
what is it purpose then?
send crews risking their lives for house keeping as is
done now?
depend on risky and costly shuttle flights
keep ythe russian space industry alive?
perform useless science once is finished? if it will
be finished
the answer is in the latests Vision plans and NASA
statements:
let pass it to our partners europeasn japanese etc and
let's concentrate in Moon and mars development
in simpe words let's get out of there
result
thirty years and dozen of billions wasted
let our junior partners take care of it
no progress towards space colonization nor Moon or
mars missions
no progress towards a needed space transportation
system and space infrstructure system to really
promote space development
