Competition from Russia?

I applaud the Russian effort and I like to see more
countries get involved in building their own vehicles.
In the ELV market, Russia's entry in the early 90s
really drove down the costs of the launch market.
They would of driven down costs even further had they
not signed an agreement with the U.S. not to undercut
the marketplace with their cheap, assembly-plant-made
proton rocket.

My only caveat on this is that Russia likes to make a
lot of announcements w/o the funding to back em. They
also announced a few back their own moon base and
their own new space station, both of which never
materialized.
