Models of development on earth parallel your thinking.
When ARAMCO began developing resources in Arabia, they
initially built construction camps, with the barest
necessities required for survival, expanded that to
airconditioned prefabs and eventually built whole
towns with bowling alleys, libraries, restraunts, etc.
to provide for families and a lot less rotation back
to earth, er, I mean the States. Indigenous people
were essentially useless for much more than herding
sheep, donkeys and camels, they couldn't be dragooned
into service as the king forbade that and we'd grown
beyond slaves. Might as well have been on the moon,
for all the good local tribes did but the supply lines
were a bit shorter, only took a week to fly back to
the States in 1947. Now days, entire cities are built
just because the king can afford it.
