The REAL obstacle to SPSS

Once the money is there, the technology will come.

The politics, however, will be a problem as long as the world has
major governments that distrust each other on a fundamental level. As
long as the world is functioning on the level it is now, large
structures in space will have a major hurdle.

The Japanese, I think, are probably in the best position to put up an
SPS, for two reasons:

1> They have a 50-year history of not kicking over anyone else's sandcastles
2> Noone of consequence wants to kick over their sandcastles
