I see a problem - but also an opportunity. The Port closes. The goods
destined for import export through that port go .. elsewhere. It's not
the only port in the US, or on the Gulf. The interstate highway net
outside the region is fine. This might add to the transaction costs for
goods that have to travel outside of the Gulf region, but lowers them
for others.

Perhaps I'm missing something. Comment invited.
