It may indeed be true that metallic hydrogen would retain its properties at high temperatures... but none of these sources mention that it would retain its properties at low (i.e. terrestrial) pressures. If it did, it would represent a major breakthrough, because it would violate one of the fundamental laws of physical chemistry.
