ALL nano. The best way to get enough mass into orbit quickly
and cheaply may be Lunar microbots which feed a molecular beam
epitaxy unit to make more microbots which build a solar-powered
magentic rail launcher. The habitat could *stay* in lunar
orbit, or a cyclotron could be built around it which would
accelerate it to a nearby star. Since the energy costs of
sending a city *and* sufficient biosphere-environment to
support it would be stupendous, you want a *minimum* number
of people; perhaps less than 50. Without a genetic-engineering
lab along, this would be an extinction-level genetic pinch.
Artificial insemination is neccessary for star travel!
