Once we have a supply of water ice in orbit we can use it to transfer
momentum to a person coming up to orbit.

The person masses 100Kg and sits in a shock absorbing chair that masses
100Kg. We create a stream of 20gram ice chunks that impact the
chair/rider transfering momentum to the chair/rider. We use a stream
that lasts for 200 seconds comprised of 10,000 chunks of 20grams each.
The acceration felt by the person is 4gees for 200 seconds. The chair
must actively maintain position in the center of the stream for the 200
seconds. No attempt is made to capture the ice/water/stream.

The mechanical design of the shock absorber is left as an exercise for
the reader ;)
