Paper. The author suggested an established church would have the needed
long-term perspective.

Makes sense - the Mormons irrigated the deserts (and ceded the required
authority that irrigation projects need) to their hierarchy. The Church
functioned as a long-term repository of knowledge and data during the
Dark Ages.

It's a perspective thing that governments just won't have.
