Helium 3 is useful for cryogenics and can be farmed from the moon and
minor planets (asteroids, comets, ...) and produced from tritium
(Hydrogen 3) degradation using particle accelerators.
Helium 3 fusion as yet and if there ever were it would de wiser,
easier, and more efficient to get it from a NEO.
There's no money in the moon and Mars.
Mars is great for science and the scientists are jumping in
anticipation, of course, as they probably should, but for business
and thriving communities, it's the resources from asteroids and
dormant comets you really want.
Economically, the moon and Mars are at best future Nevada's in space -
military bases, tourism, gambling, prostitution, and speedy
marriages. No marketable natural resources. No real industry. Most
everything has to be imported.
Free metal concentrations in stony meteorites are about 20%, compared
to a few hundred ppm in the lunar regolith. M-type asteroids are
about 99% metal. C-type asteroids have 5% to 20% water. The lunar
surface, by contrast, has no native water. Solar wind implantation of
hydrogen on the lunar surface offers up to about 50 ppm hydrogen,
which, if fully released and fully converted into water, would
optimistically give the lunar surface about 0.045% water. Overall,
the lunar surface is volatile-poor and metal-poor.
