OK here are some delta-vee numbers

Three missions are calculated

1) Earth > Lunar L1 > lunar soft land > Lunar L1 > Earth
2) Earth > Solar L1 > 0.5 AU perihelion > Solar L1 > Earth
3) Earth > Solar L1 > 0.25AU perihelion > Solar L1 > Earth

Missions 2 and 3 maintain an aphelion of 1AU

Mission 1) Earth > Lunar L1 > lunar soft land > L1 > Earth

Earth to Lunar L1 = 10.8 km/sec
Lunar soft land = 2.4 km/sec
Lunar launch/escape = 2.4 km/sec
L1 > Earth (free fall then aerobrake) = 0

Total: 15.6 km.sec

Mission 2) Earth > Solar L1 > 0.5 AU perihelion > Solar L1 >
Earth

Earth to Solar L1 = 11 km/sec
Reduce perihelion to 0.5 AU = 5.83 km/sec
Raise perihelion from 0.5 to to 1.0 AU = 5.83 km/sec

Total: 22.66 kms/sec

Mission 3) Earth > Solar L1 > 0.25AU perihelion > Solar L1 >
Earth

Earth to Solar L1 = 11 km/sec
Reduce perihelion to 0.25 AU = 11.25 km/sec
Raise perihelion from 0.25 to to 1.0 AU = 11.25 km/sec

Total: 33.5 km/sec
