How about a cheaper method to get to MEO or GEO.

Either case if the solar power satellite is using a large array solar cells or a large thin film concave mirror to concentrate light to run a thermal couples or heat engine.

Why not use those large areas as a solar sail? The SPS is in LEO some simple gyroscope action could keep the "sail" facing the sun for the added velocity push and then minimize the area when it is moving toward the sun. Every orbit it will get nudged a little bit into a higher orbit. Or how about an inflatable solar sail module connected to the solar power satellite.

Or since the SPS is designed to generate a lot electricity, an electric ion drive, it has already been demonstrated to work.

Another solution would be to use the electricity to generate a EM field that would push off of the earth's field slowly sending it into GEO. In shuttle experiments they had generate electricity by a wire tethered satellite. The wire slowed the shuttle a little from the wire crossing the earth's field generating power..

We all know that the big cost is getting to LEO, it isn't a manned flight, we can take our time and save money with these slower propulsion systems.
