Please excuse me for changing the subject to one that might already
have been discussed in this group, but are there reasons -- besides
launch or orbit-transfer energy -- for preferring LEO to
geostationary, or higher, orbit? The solution I have come to,
lately, for a successful orbiting colony is a large,
high-population, economically-diverse one -- e.g. a major city. The
density would be high, and therefore the heat-rejection needs would
be high. Putting such a city in LEO would be putting it right next
to a hot planet that reflects a lot of solar power on its day side,
simultaneous with solar power raining down upon the other side of
the city. GSO would have better views of the 3-4 degree-Kelvin
cosmic background.

Besides better-catering to thermal-power-rejection needs, a
geostationary orbit would require less power for orbit
maintenance, could come in handy for Earth communications
services (since geostationary satellites seem to already be
popular), would provide more-consistent service for
teleworkers and tele-service-providers (up-link as well as
down-link), would be closer to mineral resources mined from Luna
and asteroids, and would be above the ever-growing swarm of LEO
non-standard-orbit space junk. Three such geostationary cities,
120 degrees apart, could cover the globe with data services,
and also patch through communications from each other.

At some point, the planet-side precursors should indeed be
geographically (and data-wise {as model-appropriate latencies
and bandwidth-limits}, power-wise, and transportationally)
isolated -- to prove themselves economically viable in moot
tests of the actual isolations expected in the orbital stages.
