Another bitter rant!

One of the more interesting assertions of that paper is that when a day comes up on the schedulewith no customer or payload, they should launch a dummy payload of sand, just to keep the lines going and the personnel proficient. I'd insteadvote for water, and for rendezvous with an orbital propellant depot that could electrolosize it to hydrogen and oxygen, liquefy it, and store it.
