First we should answer: do we care? Modern space elevator designs
have a paper-thin cable. It would flutter more than fall, and if it
landed on your head while you were wearing a hat, you probably
wouldn't even notice.

The only real hazard I can see is if a propeller plane or helicopter
were to hit the floating ribbon, and get it tangled up in the rotor.
