Remember that Island 3 was one of the very first 'space colony' concepts.
The goal was to make a large, Earth like area - ie, uniform
Earth-normal gravity,
day-night, they even arranged for the sun to rise and set (well, it rose in
the north, and set in the north, but that is a minor detail.)

Later designs tried other arrangements for where the light enters. Notably:

Stanford Torus:
has the sunlight coming through the ceiling, (and through chevron
mirrors, for radiation shielding)
thus no useful 'ground-space' is wasted by windows.

Bernal Sphere / Island One:

The glowing ring in this image are the windows, they are high up on the 'hill',
above the penthouse apartments, where ground would be too steep to
walk or have plants.
Thus the wall space they take up is not the most useful.

Agricultural areas of Bernal Sphere:

A different design, which also has sunlight coming through the
ceiling, leaving maximum ground area
for growing crops.

I had worked on a space settlement design, which had multiple interior
rotating cylinders,
separate radiation shield, and rotating tethers for non-rocket
transportation. One of the major
problems I had was how to get sunlight in. If anyone wants to help me
model my design in
cad, let me know.
