Sorta. Conservation of momentum is conserved only in an inertial frame reference.

Angular as well as linear momentum should be conserved.

The assumption is F(rotational) = F(linear).

linear momentum is m * v where v is a vector
Angular momentum is a m * v * r where v and r

However, angular momentum also has to take into account that
pseudo (ficticious) forces may be at work here. In particular,
that wonderful force - centrifugal.
