Existing Helium-3 market could finance lunar elevator today

Helium-3 is abundant on the Moon but very rare on Earth

It looks like market demand for He-3 is about 20,000 liters per year, currently priced at $2000 per litre, or $40 million per year. If this were the only revenue source for a lunar elevator it might be enough to service the debt on $800 million to build it.
