The moons core is cold and when struck, the moon rings like a bell. Earth is kinda mushy compared to that. On the other hand, on Luna, there's no need to worry about subsidence and subsurface liquefaction so I'd guess asteroid impacts would be less extensive in their damaging effects on Luna, but longer lasting and noisy...and to answer your question, it's all aboutK.E. = 1/2 MV^2, so you have to define the asteroids mass and velocity and probably angle of impact. Since there's no atmosphere or oceans to compress and act as an energy transfer medium as on earth, mass and velocity would be the only drivers we'd have to worry about. On earth, such impacts level buildings from the atmospheric shock wave. On Luna, not so much.

1/6th weight is about 3% more height the moon walls can be built.
Does the moon quake? What would an earthquake standard be for the moon? 8.0, 9.0 10.0?
So an asteroid hits the moon...how big is the quake and how long might it last?

Y'All seem to be assuming a 1/5 th G on the moon. Last I heard, it was i/6th G, (from Wiki)Equatorial surface gravity1.622m/s2(0.165 4g)
A rebar and adobe type construction would be ok. It's the curved roofs that may be an issue.
It might be better to build ground beams on the ground and lift them into place or perhaps even dig out underneath a large beam to the desired height.
Garden walls ( no reinforcing) could be built almost 30 feet high. Fully reinforced walls might be 300-400 feet high.
Then again, a 100 lb stack block on earth weighs only 20 lbs on the moon. A 100 lb stacking block on the moon would weight 500 lbs on earth.
There's plenty of iron, aluminum, etc. on the Moon to build rebar with. But that means processing equipment (and, probably, at least a few people) on the Moon to refine regolith into construction materials. Then again, that's sort of what we want to BE THERE for.
