Space.com featuon space habitats

Biglow space modules inserted into a lava tube on Luna is all we'd need to start industrialization on the moon. I would start with water reclamation for fuel use.

Less sure about Elysium, but the NASA designs theyre decorating this article with can be built in much less than a century.
