No, the target I was using is 0.5 rems/yr (or 500 mrem/yr).

But I sure appreciate you watching for this kind of error!

I've been communicating with folks at NASA, and I think I've got it
figured out now. The situation is not as bleak as I had thought, though
still a bit worse than commonly assumed. I'll post a separate message
with those findings.
