2017 NIAC Phase I award for SSI Proposal

I feel the technical credibility has been overstated; this is still very
much fringe physics that violates standard understanding of conservation
of momentum.

However, I acknowledge a slim chance that the standard understanding is
incorrect, and that Fearn's theory (or something like it) may actually
apply... and if it really DOES work, of course it will be every bit as
revolutionary as Gary says.

So, hopefully this award will provide enough funding to either prove
that it works, or convince us that it doesn't so we can move on.
