I just don't see the point of discussing Island 3s at this time. At this
time even the much much smaller Island 1s are nowhere in sight. We have
to learn to walk before we can run.

Not really that hard once you have basic setup in space in term of
factory,
metal, transportation, etc. The first Island 3 will be very
labor-intensive
as the bugs will have to be worked out. But once you have 3 million on
that
colony a small fraction can be used to build a rather large number of
colonies in short order IF you can create a mass production system in
which
80% of work are done by robots. Robots will cut the size of human crew
down
to about 5, 000 to 20,000 who are mostly supervisors who check up on the
work
and other who are more of a artists such as landscapers. A highly
effective
mass production system in high gear can cut the time and cost very
dramatically. I think such a system can help build about 300 Island
Threes (
for a billion people) in 10 to 15 years, give or take on the time required
to
get the first 3 colonies working right.

The key to this kind of system is to remember Richard Koch's book 80/20
Principle which stated that 20% of effort are high value and can gain 80%
of
results. The robots can get you that high productivity and allow the
human
crew to spend more time doing what they're best at.
