How many hours would you work to save somebodies life? Would

I personally think that would be wrong. So, if you assign a
dollar amount on 85 person years of effort, that would seem to
be a reasonable number I would think- and I mean real years
of time, not 'person weeks' = 37.5 hours.

As time is money:

24*7*365*85 * hourly wage would seem to be a reasonable number
and multiply by 3 to give some kind of penalty effect.

Sometimes. But after a while you run out of the little effort
improvements.
