Wheto construct a Habitat?

Yes, I realize that. But the question remains. If we have to
stabilze the mass catcher to keep it on orbit, and then have to
transport the MANY tons of material to L4,L5 and process it there,
and pollute that immediate environment with loose regolith,
industrial pollution, etc, and then have to live there, isn't it
better to not have to transport anything but the finished product,
i.e. habitat to L4,L5. Of course, we have stabilize the orbit while
we're building, but how does that weight against the trade-off of
not having to trasnport all of the regolith and the fact that we
keep the debris and pollution in the construction zone rather than
living zone.
