Wheto construct a Habitat?

L2 is unstable point. L4 and L5 are very stable points in which it would
take millions of years for the orbit to decade, while L2 will loss orbit in
few decades to hundreds of year. If we were going to recycle all this, this
won't be a bad place to leave junk as a cosmic junkyard. At same time it
would be an idea place for the first few captured astaroids to ease any
gonvernments' fear of crash so that they can be uturning into mining towns.
