simple, let microbes do it. They transform it here on earth let them do it there. Different microbes have different speeds and appetites. One in particular changes hardpan into soil in a rather quick 6-mo.
You really don't need much soil anyways; "soil" is just a live organism that transforms organic material and minerals into chelated products that plants can utilize. You can have a similar response by creating compost teas and use it to feed your plants that are planted in a gravel medium. In this case just have the medium in small enough chunks so that small budding plants can get roots around to support themselves.
