It is old news. The general consensus here is that it's not really such a good
idea and that you're better off just building the thing in GEO.

There has a while ago been quite a bit of discussion on the problems a lunar
based system would have such as the differing periods, extra distance, lunar
night, etc.

It might work. But why bother when you can do better by putting the panels in
GEO?
