How do you know? Has anybody put it to test recently? Did human beings have
statist government for the entire history of species prior to the dawn of
Egyptian state? (I am not talking about self-government in which the
character play the main role). And how did the central state get started
anyway? The answer to these questions can reveal something about the human
nature which will play a critical role in the settlement of space.

As for the force, any monkey with half-brain can project force to create a
state, but force and communication do not keep an empire or state. American
generals in Vietnam were not so simple-minded like this. They understood
that peace and friendship is won not by force but by winning the heart and
mind of people they were fighting. And you can only win the people's hearts
if they see you as fair and just. If you are not just then no amount of
force in the universe will ever win peace for you. They will resist you like
water on rock until you bankrupt yourself as happened in Roman Empire which
was destroyed bot by barbarians but by destrustive taxs and runaway miltary
bugest. A case in point: in the last days of the Empire, if you are a Roman
and the soliders caught you trying to escape into the north out of the empire
to escape taxes that you can never hope to pay you will be behead for
treason. The reason for this law is that so many farmers has abadon their
farms for the germanic north that the army can't feed itself.
