Space tourism, and the unspoken US victory in space

You know, the lottery idea is not half bad as I think about it again. A
national lottery. Everyone could buy ticket ; those that want to go would
use there ticket for a ride, others could sell the valuable seat to a high
bidding rich fart to recover their "investment" In that way buying tickets
could be attractive to every schmoe, Space inclined or windfall profit
motivated

The money collected on a national (international?) lottery could fund the
development and "base" operation costs of a private commercial Space
program. In Florida alone some 11 billion has been raised by the lottery
with perhaps 10 percent actually going to prise money ( a wild guess).
Imagine multiplied to 50 states and other countries.

Hmmm.
