Continuing on the Immigration theme

What are people's thoughts on how to create a new national identity
and culture for our new habitat that is different than any culture
or nationality on earth.

For this question I'm assuming that a new habitat will be peopled
with the world's citizens, not just those of one country.

How will this new society instill loyalty and patriotism? How will
the new citizen's be able to offer allegence to a new state with no
dominant culture, no history, nothing that people can look for
symbolism. It'll be a blank slate.

I guess my question evolves into whether it is possible to actually
create a new culture. Now the habitat's that America, Germany,
Japan, China, Brazil, etc create for their own citizens won't have
the problem.

But how do we avoid a multi-cultural swamp where everyone's
allegience is to their culture a quarter of a million miles away?
Think to your own feelings about your country and culture. If your
country had no history, no heroes, no fables, what would you base
your loyalty on?

For those readers from the new world, if your country didn't have a
dominant culture, let's say America instead of being settled
primarily by english people, was instead equally settled by english,
spanish, italian, japanese, chinese, etc, all at the same time so
no "old" culture became dominant, so that perhaps the only thing the
new citizen's had in common was a language, so they could
communicate, but everything else that existed in the "old" countries
now morphed into something new. A true version of a melting pot,
rather than adding all of these new people to a primarily english
country. Could such a country survive?

How much time for a distinct new culture to emerge from the pot, so
that new immigrants are now joining a dominant culture.

Would we inherit the best of the world's cultures or the worst? :)
Would such an experiment be a success or failure? Would it just be
better to build habitats for culturally distinct groups?
