I found the information

With some guidance from a member of the SSI list, I got pointed over
to the NIAC website, and after some searching, I found the paper I
read a year ago.

I've been aggressively searching for the past week with no luck, and
then a hint sent me to the right website and I solved my puzzle.
Very satisfying.

The keywords would be stable plasma and Electron Spiral Toroid.
