Note some main changes in my concept are:
1. Will require a few unmanned preliminary missions to
both asteroid belt & NEA's. These return to LEO with
H2O & ore or small asteroids to make fiberglass in LEO.
2. Vehicle to carry the 200 people would be a small
fiberglas toroid 10m small dia x 70m large dia. rotates
~6rpm to simulate 1 "g" (manufactured in LEO).
3. Requires 5m thick water radiation shield encased in
fiberglass key shaped tanks (non-rotating).
4. Just use US Space Shuttle & send external tanks on
these missions. They would be returned to LEO full
of water from asteroids. Some electrolyzed to liquid
H2/O2 with solar cells during mission for return fuel.

Still working on victoriatangoman's 9-5 critique points but
in favor of asteroid belt consider two 1-km asteroids could
be preselected a very small delta v distance apart.
First one's orbit would be nudged as soon as boring began
so that in a couple of years when all its ore was used up
they'd be right next to 2nd asteroid. Also the highly eliptical
NEA orbits means solar panels would have to be sized for
apogee of orbit probably not much less than the 2.2 AU's
(from sun in circular orbits) I'm hoping to find the above 2
in asteroid belt. Confused? Anyway delayed thanks to
spider_boris for your 8-30 comments (at that time I didn't
see need for unmanned missions). Ed S.
