I'm assuming "giant cylinder" to mean Island 3: 4 mile diameter/0.5 RPMs.
Smaller habitats don't improve the situation by much: I calculate 207 mph
for a Stanford Torus, and 120 mph for a Bernal Sphere.
It's funny how much confusion there is on this issue.

You're neglecting the effects of wind resistance, which will always tend to
try and get you rotating with the habitat. The effect is not instantaneous,
but it's not negligible.
