A small processing operation will have a cylinder 20 m in diamter, 50
m long on a tether rotating againsta a counterweight on the other side
of the there. 50 people can easily live in such a place. Half a dozen
of the same cylinders rotating along there axis could be used for food
production.

This isn't O'Neil type cylinders, or even standford torus. Its just
enough to keep people housed, and healthy.
