Robert,
enforcing it at the moment, a case in point is that a there are a
number of people who have small chips of lunar rock from the Apollo
program, technically a breach of the treaty. Of course nobody really
is worried about these small and really insignificant breaches but I
think that if you started to use lunar rock to start building
yourself a habitat then you may find more opposition. Having the UN
agree to change the current document is a rather long shot, unless
you can manage to get a couple of major world powers behind you.
There is of course another way, all you need to do is set-up house on
some nice big rock, start it spinning and declare yourself
independent and NEVER sign the treaty.
