I think you've found the root cause with the identification of
culture.

Who knows what culture will develop in a closed Habitat 250,000
miles from Earth. They may celebrate life and the vitality of
children. They may see children as vote of confidence in the future
of their society.

I don't think it is safe to assume that the "rat race" as we know it
in the West will translate exactly to orbit.

If you're planning on having "little America" in orbit, then I think
that a unique opportunity has been thrown away.
