Plus a population of 5-10 billion on Earth and at least a hundred on the moon. (Where 'moon' can be substituted for any source of raw material.) Plus various other needed stations located around Earth/Luna orbit. If you *really* want to move, or the colony really wants to get rid of you, there are plenty of places to go. Even if this wasn't true, a colony that can replicate itself in 4 years is going to have no problem building Mir sized 'prison cells' and attaching them to the outside. No doubt many criminals would sing a different tune after a month or six in solitary confinement at 1.5G and eating nothing but horrible 20th centuary space food!
And even if they couldn't be bothered, such a colony can move MILLIONS OF TONS of material around at will! ;) Sending peopel elsewhere is going to be easy.
