It would cost the government nothing; mechanics have to retrain all the
time - your argument would be an argument against ANY technology change
- fuel injection, computer chip-driven engine performance, new materials
for brakes or whatever. I'm not saying electric cars are the only way to
go (batteries are still inadequate, but fuel cells actually do hold some
promise - if the prices for those could come down); as we discussed,
there are other ways to make petrochemicals. But "infrastructure" gets
obsoleted by technology all the time; usually people find progress a
good thing.
