Glen Hagen patented such a device in february 1964
#3120363 .Under the heading of a gravity generator. It shows where
motion is obtained via the reactionary effect of a volume of air
being accelerated by electrically charged grids. It appears that
maximum thrust ( or effect ) requires moving as much mass as fast as
possible in a given amount of time. It seems to me to be nothing more
than an ION GENERATOR. Now Im sure NASA tested an ion engine on the
deep space one probe which was powered by solar enery. On earth
however if the thrust was given to the vehicle by an injector
supplying pure oxygen from a liquid supply tank to several ion
thrusters it would be possible to reach very quickly a velocity
capable of getting LEO.
