First steps are: sat upgrade, rental shops for colleges and corporation in
null-grav labs and biotech and proving ground for testing new tech. That's just
for start. But really, the more important question is how can we create a
proper domain on earth for space business? Most people assumed that America
would be ideal or only choice. But is it really? History has shown that small
or mirco-state tends to be more open to innovation in creation of cultural and
legal tools needed for exploitation of new resources. Observe Athens and
Venice in the past and Hong Kong of the past century.
