IIRC, the deltaV is 3kmps. This is within the practical range of current ion-drives. A few boeing 702 XIPS thrusters and a ton or two of xeon should do it. Give it a refueling probe & docking hard-point and the ISS can put it to other uses. At a ton or three OTV mass it wouldn't be easy but by no means impossible.
