Looking at this proposal, it would be a lot easier to build another
Hubble and launch it. However, it would be great to have a electric
propulsion OTV, could be used for a lot of stuff.
expensive thing about it was the development of the mirror, that ended up
with astigmatism. There was a duplicate mirror made, I think by Corning, at
the same time that is flawless and is sitting in storage somewhere. The
folks at HSI had an indication that there was something wrong with it before
it went up. The technitians kept telling the middle management about it, but
the middle managers kept ignoring them.
I am an amature astronomer from Tucson and Roger Angel was one of the
trouble shooters called in when the first image came back (he is the
developer of the 8 meter spin cast mirrors). I had him come talk to to the
High School Astronomy class I was teaching at the time about it.
