Plain fact is we have samples of the moon and know what it's made from. Until you can say the same about NEOs, let alone a *specific* NEO, they simply aren't a credible alternative. You don't build an oil rig and tow it out to see on the off chance there might be some oil in the general area. You have to weigh in the costs of dozens of prospecting and survey missions for asteroid mining. The moon only neds one survay mission, and given the extend it's already mapped that might not even be needed.

Sure in the long term asteroids are a better source of all sorts of materials, He3 included, but in the near term the moon still has a lot to recomend it.
