For such future speculation to be fruitful you have to accept
underlying premises. If you have managed to build an Island 3, then
it will be able to house 5 million people. To even be able to do
that presupposes that there are already tens of thousands or more
people in orbit. The fact that they're building the Island 3,
presupposes that they have the means of moving millions of people
into orbit to their new homes.

You're focusing on the unimportant part of the question. It's been
assumed away.
