Speaking of the Russian Space Agency selling tickets. Would a
government space agency sell the design specs to an already designed
vehicle such as the Soyuz? I'm thinking that by buying the design
specs and building from there instead of designing everything from
scratch it would lower the development costs and thus lower launch
costs. After development what other costs are there? Fuel is next to
nil compared to other things. Labor? How much is insurance?

I won't comment on the rest of the future speculation but it was
refreshing to read.
