Who give a damn? By the time, a ship start mining the ice off the rings,
it'll be far too late to enforce any laws againest the ring mining. Beside how
can such laws be enforced? Do anybody have a few trillion to do this simple
enforcement without bankrupting themselves? If the states can't stop heroin
planting even in middle of war, what prayers do they have with space mining? Such
activities only bring on comtempt from the public at large.
