Calculating the electricity requirements per person seems totally null and void as such. You have to take a lot of factors into account while doing these calculations. Some of them are surface area illuminated by the reflectors, choice of the shape of your settlement, agricultural area and how much manufacturing you wish to carry out. It may be extraction of materials for raw materials, producing fuels for space vehicles, use of elevators etc... Moreover, you can get the requirements as such for some specific things from 1975, 1977 and 1992 studies.
You need to justify the rough estimate you will be making per person.

The belmont site suggested allowing for 1 kilowatt per person per day, and
then used this base to determine the amount of square footage needed for the
solar panels.
